The Texas Handgun Association, formerly the Texas Concealed Handgun Association, is a professional organization of License to Carry (LTC) licensees and instructors, law enforcement personnel, and concerned citizens. TxHGA is a Texas 501(c)(4) not-for-profit association.
23rd Annual Conference
The Texas Handgun Association (TxHGA) Board of Directors is proud to announce the 23rd annual conference, May 14-16, 2021 at the YO Ranch Hotel and Conference Center, Kerrville, Texas. And, for the first time, the 23rd annual conference will be offered both in-person and virtually.
Our keynote speaker for the upcoming conference will be Edmundo Mireles, Jr., author of FBI Miami Firefight: Five Minutes that Changed the Bureau. The topic for his keynote address at the Saturday evening banquet is “Overcoming Adversity and Surviving/Thriving.” It is his story of survival and the fight to save the lives of his brother agents on that fateful day in 1986. In five minutes, two bank robbers and two FBI agents were dead; five other agents were wounded, three critically. This incident would change FBI and law enforcement training, tactics and weaponry forever. Mr. Mireles will also be teaching a class on Saturday morning titled Case Study of the FBI Miami Shootout.
The range day activities, which includes a fun shoot, are being handled by guest range instructors Aaron Marshall and Jamie LaBarbera of Guncraft Training Academy. They will also be teaching two classes: Winning the Rights Fight: Securing our 2nd Amendment Rights and Training That Wins: Being Truly Prepared for Armed Self-Defense. Additionally, highly qualified instructors will offer nine other excellent training classes such as Empty Hands Tactics, Advanced Bleeding Control, Handgun Safety Training, interacting with law enforcement, ASP baton, preparing for an emergency, instructor development, gun cleaning, and OC Spray.
In addition to the training and range day activities, there will be other activities for those attending in person: President reception, Saturday luncheon & banquet, silent auction, and free-play bingo. Click here for detailed information regarding the conference and how to register.
About TxHGA
The Texas Handgun Association began as the Texas Concealed Handgun Instructor Association in 1997, one year after the Texas concealed handgun law, now the license to carry (LTC) law, went into effect. The association’s membership initially consisted of instructors trained by the Texas Department of Public Safety and licensed to teach Texas residents to legally carry handguns under the law.
In 2003, the association expanded its membership to include license holders and anyone interested in carrying a handgun for self defense and changed its name to the Texas Concealed Handgun Association. Then in 2019, the members voted to remove “Concealed” from the name, since Texas recognizes both concealed and open carry, and became the Texas Handgun Association. Currently TxHGA has more than 1,500 membership. The specific objectives and purposes of TxHGA are:
- To promote the continuation and improvement of the Texas License to Carry (LTC) Law.
- To represent the standards and concerns of members to the general public,news media, Texas Department of Public Safety and legislators.
- To promote responsible firearms safety, ownership and use in our communities.
- To provide current information to members about the laws, lesson plans and topics related to the License to Carry program.
- To promote high standards of instruction and training.
- To support the right of responsible, law-abiding citizens to own, keep and lawfully carry firearms for personal protection.
About Membership
Full membership in the Texas Handgun Association is open to anyone who is not prohibited from purchasing a handgun in the U.S.

About Texas LTC
DPS administers the License to Carry (LTC) Program under the authority of the Texas Government Code Chapter 411, Subchapter H. DPS licenses individuals to carry handguns within Texas, evaluates the eligibility of applicants through criminal history background checks and monitors those currently licensed to ensure their continued eligibility. DPS also trains and certifies instructors who teach the required course to applicants.
